i didn't identify myself on there, but i have attended all of the public workshops for input on pier 30, 32, and i would ask this commission and the staff to direct everyone who is a negotiating party to when they attend these public meetings to shut up and identify themselves. there was a lot of furor at my table at the latest est session which was quality of life because one of the negotiators of the warriors sat at our table and had input and was very vocal and didn't identify herself with the warriors until the entire thing was over, and people freaked out. i request that there be a rule and enforced on all negotiations, particularly the golden state warriors that in the case the port, owd and particularly the warriors not participate as members of the public, and wear big badges saying who they are because people hide behind anonymity and i know because i of around the block oweb -- i don't know the golden state warriors but the know the port and oweb but i'm unusual and most are true civilians and it's unfair for them to have to argue from a person from one of these groups when

you see the submerged route in blue and enter the bay north of pier 30 and south of pier 28. go along a route that is very lose to the current trans bay cable route but several hundred feet away and then enter -- or leave the bay at 23rd street, connecting to a new substation right near the po tero substation. there are two other routes at&t is looking at you through the process. they're shown in red and green here. the big difference between the routes is submerged route would require construction activities along about seven city blocks whereas the other two routes would involve major construction activities along 40 city blocks . so it's a complicated project. it's an expensive project. it would involve about a 3-mile cable run either submarine or under ground. it would connect to a new 230 kv bus at the embarcadero substation, and that's being constructed as part of a separate project and it would involve new 230 kv switch yard on a portion of the former power plant site and at&t is in separate negotiations with genon to acquire that substation parcel. i think i have alre

the pier item was bid out under the fourth amendment to the turner's pier cruise terminal contract. the total project is $1.3 million with $1 million going to a local lbe construction contractor, which is the sacker company which is a subcontractor to power engineering. so, we're really very pleased about that, and this is the project that's been on the books for a very long time and my kudos to everyone involved, which is too many people to mention. thanks, very great view of the bay there. motorcycle parking will be restored by the end of the month, which is something that people are concerned about. and from this hopefully we'll be able to restore the seating area as well. lastly i wanted to report on the grateful americas conference that occurred may 11. pete daly traveled to port commission with willie adams. there was a record attendance of 12,500 participants and the portmanaged, manned i guess is a better word, an exhibit for the couple of days during the conference. metro ports which is our steve adore company, had a boost and we hosted a cocktail reception for our key supp

this is a meeting for the proposed warrior arena, the piers 30-32 and seawall project. by way of background fiscal faoez bt, its purpose is for the board of supervisors to determine whether a proposed project is fiscally feasible before substantial predevelopment costs are incurred. it is a gate keeping measure that ensures costs are not occurred on infeasible. does not include approvals or entitlements. fiscal feasibility is required by law when a project is on city-owned property, construction costs over $25 million and pre-development costs of over a million. the determination must be completed before environmental review can commence. it is a relatively recent law. we have not done physical feasibility on all but we have done reviews of the explore tor yum, america's cup and san francisco wholesale produce mart. i would like to invite rick welts up to talk about this project. it seems a little bit -- doesn't seem to give enough context as we talk about fiscal feasibility for a project that you haven't seen or heard the description or seen or heard this opportunity.

for the americas cup, though, as you know, they're using pier 27. we're also doing the construction of the cruise terminal at pier 27. for mitigation for taking this out of service for those two years, we needed to construct shore side power at the dry dock. the environmental benefit of shore side power for both cruise ships and at the dry dock is huge. i just put up a few numbers here. a typical cruise ship in the 8 to 9 hours they're at dock and connected saves 17 tons of fuel that they would have consumed, which -- and burning that fuel would have produced approximately 51 tons of carbon dioxide and 140 pounds of diesel particulate. diesel particulate, 140 pounds doesn't sound like a lot, but from an air quality perspective that's huge. diesel particulates are carcinogenic. that's much more important than the carbon dioxide which as you know is the global warming issue. i made a rough estimate for similar numbers for the matthew perry, which will be in dry dock for 24 days total. that ship wouldn't have been running its engines, we would have nee
